Решение оказалось проще простого

Необходимо выдать доступ к веткам реестра

HKEY_LOCAL_MACHINESYSTEMCurrentControlSetservicesDhcp
HKEY_LOCAL_MACHINESYSTEMCurrentControlSetservicesDhcpParameters
HKEY_LOCAL_MACHINESYSTEMCurrentControlSetservicesTcpip
HKEY_LOCAL_MACHINESYSTEMCurrentControlSetservicesTcpipParameters
HKEY_LOCAL_MACHINESystemControlSet001ServicesTcpip
HKEY_LOCAL_MACHINESystemControlSet001Servicesdhcp
HKEY_LOCAL_MACHINESystemControlSet002ServicesTcpip
HKEY_LOCAL_MACHINESystemControlSet002Servicesdhcp

Для групп NETWORK SERVICE и LOCAL SERVICE на чтение. Я брал верхний каталог реестра и проставлял права и применял к дочерним папкам. После запускаем службу в ручную и наслаждаемся.
